Uses the 2026 rate: $0.023 per $100. MCC portion only, before exemptions or tax relief—not your total property-tax bill.

How it works, district map & sources
  • Annual estimate = County assessed value ÷ 100 × $0.023. Values above $5 million are supported.
  • If your assessment rises 10% and the rate stays the same, this tax also rises 10%, before any relief.
  • County tax years and MCC's July–June budget years differ. Check the applicable rate and final bill with the County.
  • Your entered value, address and selected parcel are not saved by this calculator.

Use this dated overview to orient yourself, not to confirm a parcel's current tax status—especially near a boundary. A McLean mailing address, ZIP code, or calculator address match does not establish eligibility.

FY 2028: the proposed budget

MCC's hearing presentation proposes a budget for July 1, 2027–June 30, 2028. This is a proposal, not an adopted County budget; the document does not establish subsequent approval. It is kept separate from the adopted history and actual spending below.

Proposed revenue
$8,572,000
Payroll + operating (excludes capital)
$8,572,000
Additional capital expenses
$75,000
Additional vehicle replacement allocation
$18,000
Overall surplus / (shortfall)
-$93,000
Projected ending fund balance
$4,912,915

The presentation uses 2.3¢ per $100 of assessed value and projects $7,180,000 in tax revenue. Payroll and operating expenses match revenue, but capital and vehicle allocations produce the reported $93,000 overall shortfall. Senior programming is separated from instructional programming; marketing-related costs are centralized. Those classification changes matter when comparing programs.

How is the MCC tax collected?

MCC is funded primarily by an additional real estate tax on properties inside its special tax district. It is not a voluntary donation, a membership fee, or a charge based on how often you use the center.

  1. 1. The property must be in the district

The levy applies to taxable residential and commercial real estate in Small District 1A, Dranesville—the MCC Tax District. A McLean mailing address alone does not establish whether a property is included. Check the parcel's county tax district and applicable rates. The tax is levied on the property, not separately on each person living there.

    Official MCC tax-district map (PDF)

Published by Fairfax County; hosted and linked by MCC. Map compilation: March 2017; file named 2019. Reviewed October 26, 2026: MCC still links this edition; no newer official replacement was found.

Use this dated overview to orient yourself, not to confirm a parcel's current tax status—especially near a boundary. A McLean mailing address, ZIP code, or calculator address match does not establish eligibility.

Check the parcel's County tax record for its District Name. MCC identifies “Dranesville District #1A” as its tax district. If the record is unclear, contact County Tax Administration before confirming membership. MCC's official district guidance.

  2. 2. The County applies the rate to assessed value

Fairfax County assesses real estate annually at estimated fair market value as of January 1. Use the County's assessed value, not your mortgage balance or an online home-price estimate. The FY 2027 adopted MCC budget lists $0.023 per $100 of assessed value. That is 2.3 cents per $100, or 0.023%—not 2.3%. The County's tax-rate table also lists $0.023 for tax year 2026.

  3. 3. It is added to the real estate tax calculation

The MCC levy is in addition to the County's base real estate tax and any other applicable district levies. It is a property-tax charge, not a separate MCC membership invoice. Check your assessment notice, real estate tax details, and tax bill for the applicable district charges. You pay it even if you do not attend MCC programs. Renters do not receive a separate per-resident MCC tax bill; the levy attaches to the property.

  4. 4. The County approves the rate and collects the tax

MCC's Governing Board reviews and adopts a budget proposal for approval by the Fairfax County Board of Supervisors. The Board of Supervisors sets the tax rate; the County's Department of Tax Administration handles tax billing and collection. County real estate taxes are generally due in two installments, July 28 and December 5. Follow the dates and amounts on your actual bill.

Three kinds of number. Kept apart.

A proposed budget is a request, not final approval. An original adopted budget is the approved plan before a fiscal year starts. An actual is what was reported after the year closed. The trend keeps the selected historical series separate from its orange FY 2028 proposed marker. The same-year comparison below explicitly places the original adopted plan beside actual results.

Figures are nominal dollars for Fairfax County Fund 40060, fiscal years July to June. Missing lines stay missing; they are not treated as zero.

Difference = actual − original adopted. Amounts are nominal US dollars, not inflation-adjusted. Percentage = difference ÷ absolute original adopted × 100. A positive difference means a higher reported amount, not necessarily a favorable or unfavorable result.

Not an overrun test: original capital appropriations can be revised and carried forward across years. Actual spending can therefore exceed the original plan, including a zero capital appropriation, without establishing an overrun. This is not a comparison with the final revised budget.

— means not reported, not zero; no difference is calculated unless both values are published. N/A means the percentage is undefined because the original adopted value is zero. Cost centers and capital detail are alternate breakdowns, not additional spending; balances are not annual flows. The tax rate is excluded from this dollar comparison.

Published categories can change or be reclassified; matching names do not guarantee unchanged scope. See the source labels linked from each amount and the methodology notes below, including the FY 2017 revenue reclassification.

How to read these figures

Original adopted is the plan approved before the year began. Actual is what the County later reported for that year, taken from the Actual column of the budget book published two fiscal years later (FY 2018 actuals come from the FY 2020 book). Proposed FY 2028 comes from MCC's September 23, 2026 public-hearing presentation; it is not evidence of final approval. Historical series, the full table and CSVs remain single-basis. The trend can also show a separate orange FY 2028 proposed point, without joining it to the historical line or calculating a cross-basis change. The explicitly labeled same-fiscal-year comparison pairs original adopted and actual records.

All amounts are nominal US dollars, with no inflation adjustment. Fiscal years run July 1 through June 30. The tax rate is shown in dollars per $100 of assessed value, to three decimals.

This covers Original adopted budgets FY 2014–FY 2027; Actuals FY 2012–FY 2025; Proposed (not adopted) FY 2028. It is not a complete MCC history and not an internal account ledger. Cost centers and capital project detail are alternate breakdowns of the same expenditures, not extra spending. Reserves and balances are money held, not revenue.

FY 2022 revenue difference: explained by the financial report

Official-source inconsistency explained: in the FY 2024 budget book, the published FY 2022 actual revenue line items sum to $5,997,299, but the reported Total Revenue is $6,028,412, a difference of $31,113. Fairfax County’s FY 2022 Annual Comprehensive Financial Report, Exhibit D-2m, reports $31,113 in actual “Gifts, donations, and contributions” for the McLean Community Center Fund. That category is absent from the budget book’s Fund Statement and accounts exactly for the difference. The original published lines and total remain unchanged here; no amount has been added to a category.

The cited records establish the revenue category, not the donor, purpose, restrictions, or reason the category was omitted from the budget table. This presentation difference is not evidence of wrongdoing.

  1. 01Fiscal years run July 1 through June 30. FY 2027 covers July 1, 2026–June 30, 2027.
  2. 02Adopted budgets are original spending plans, not revised appropriations or actual spending. Actuals come from the Actual column of the budget published two fiscal years later. FY 2026 and FY 2027 actuals are not in the collected sources.
  3. 03Amounts are nominal US dollars, not inflation-adjusted. Missing or omitted lines are null, not zero. Published zeros remain zero.
  4. 04These are every financial line in the collected Fund Statement plus cost-center totals and annual capital-project detail, not a transaction-level or internal account ledger. Cost centers and capital detail are alternate breakdowns of expenditures; do not add them to expenditure categories.
  5. 05Total Disbursements duplicates Total Expenditures in these sources. Total Available includes beginning balance plus revenue; balances and reserves are not annual revenue or spending. Reserve balances are components of ending balance.
  6. 06Starting FY 2023 the equipment replacement reserve is included in the capital project reserve; later omitted reserve lines must not be treated as zero. General Activities (FY 2018–2019) is labeled General Programs here to follow the later name.
  7. 07Capital appropriations can be carried over and revised; a zero in an original adopted capital budget does not mean no capital work or spending occurred that year.
  8. 08A dash indicates an item not reported in that year’s source. Percentage change is undefined when the prior value is zero or missing.
  9. 09Source discrepancy explained: FY 2022 actual revenue lines in the FY 2024 Fund Statement (PDF page 7) add to $5,997,299, while Total Revenue is $6,028,412. The FY 2022 ACFR, Exhibit D-2m, printed page 212 (PDF page 256), separately reports $31,113 in actual Gifts, donations, and contributions for MCC, exactly accounting for the difference. That category is absent from the budget table. Original published values remain unchanged; no category has been backfilled. Direct source: https://www.fairfaxcounty.gov/finance/sites/finance/files/Assets/Documents/PDF/Financial-Reports/fy2022-annual-comprehensive-financial-report.pdf#page=256
  10. 10Archive boundary: original adopted coverage starts FY 2014; actual coverage starts FY 2012, reported in the FY 2014 book. Earlier original adopted PDFs were not verified, so the prior-year adopted columns in later books are not substituted. This collection does not establish the date Fund 40060 began or its relationship to any older fund number.
  11. 11Historical categories: Intergenerational Programs appears in the FY 2014–2016 books; Youth Programs appears from the FY 2017 book. Although both cost-center descriptions discuss youth activities, no explicit one-to-one revenue crosswalk was verified. These remain separate series, with missing values rather than inferred transfers. Theatre Rentals also remains a separate revenue line.
  12. 12FY 2019 Fund Statement footnote 1 reclassifies $113,818 of FY 2017 actual revenue from Theater Rentals to Youth Programs, with no change in total revenue. The FY 2017 actual record follows that published reclassification; it is not applied retrospectively to other years.
  13. 13Historical structure: Capital Equipment is separate from Capital Projects and Operating Expenses where published. The Technology Improvement Fund was eliminated in FY 2014 (FY 2014 book, PDF page 8); published zeros are retained and later omissions remain missing. Original adopted tax rates were $0.022 in FY 2014 and $0.023 from FY 2015 in this collection.
  14. 14Cost-center naming: the FY 2018–2019 books call the program cost center General Activities; earlier books call it General Programs. The descriptions retain instruction/senior adult activities, special events, performing arts, youth activities and visual arts. Only this cost-center total is normalized to General Programs; each affected record retains its source label. This is not a crosswalk of revenue categories.
  15. 15Historical capital detail retains cents and negative amounts, including -$145,948.00 for CC-000006 in FY 2016 actuals (FY 2018 book, PDF page 8). Fund Statement capital totals are rounded to whole dollars; detail is an alternate breakdown, not extra spending.
  16. 16Historical source discrepancy: FY 2015 actual revenue components in the FY 2017 Fund Statement (PDF page 7) sum to $5,346,819, while the published Total Revenue is $5,346,818, a $1 difference. Published components and total are retained unchanged; the cause is not inferred.
  17. 17FY 2028 figures are proposed, from MCC's September 23, 2026 public-hearing presentation, not a County-adopted budget. FY 2028 runs July 1, 2027–June 30, 2028. This source alone does not establish subsequent approval.
  18. 18The FY 2028 presentation reports $8,572,000 for payroll and operating expenses, excluding $75,000 of capital expenses and $18,000 of vehicle replacement allocation. Its overall shortfall is $93,000. We do not relabel the payroll/operating total as the historical all-in Total Expenditures.
  19. 19FY 2028 senior programming becomes a separate cost center, previously part of instructional programming. Advertising, postage and printing are centralized in Public Information and Administration. Program-level changes are not directly like-for-like.
  20. 20FY 2028 Miscellaneous and Rentals is a combined source category and cannot be split into historical Rental Income and Miscellaneous Income. Its operating-program detail excludes compensation and benefits and must not be added to operating expenses.
  21. 21FY 2028 Net Program Revenue includes a negative $4,000 adjustment (revenue overview, page 4); the introductory revenue graphic on page 3 excludes that adjustment. Revenue subtotals overlap and must not be added to their components.
  22. 22Only the FY 2028 proposed columns of the hearing presentation are imported. Its FY 2026 actual and FY 2027 adopted/revised comparison columns remain separate from the County-book history; existing historical figures are not overwritten.

Actual revenue source check · FY2018–FY2025

Across FY2018–FY2025, FY2022 is the only budget-table revenue-line sum that differs from its reported total: $31,113, explicitly reported as Gifts, donations, and contributions in the ACFR. FY2020 also has an ACFR category not separately named in the budget table: Recovered costs, $448,408; its budget lines and total nevertheless reconcile. FY2025 has a separate $2 difference between the two published totals, not an established omitted category. No other omitted-category gap was established in this review.

FY2018–FY2025 actual revenue only, McLean Community Center Fund (Fairfax County Fund 40060). Compare each budget book's Actual column with the same fiscal year's ACFR/CAFR Budgetary Comparison Schedule, Actual Amounts (Budget Basis), not the original or final budget columns.

Original budget-book values remain unchanged; ACFR figures are comparison evidence, not replacements or backfilled categories. Matching totals do not establish a category-level crosswalk. In particular, do not assign Recovered costs to Miscellaneous Income or infer a missing amount from the FY2025 difference. These records do not establish donors, purposes, restrictions, reasons for presentation differences, or wrongdoing. This is not a transaction-level audit, and no years before FY2018 are covered.

Field guide

Documents and what they tell you

Adopted budget
The approved spending plan for a fiscal year. Look for the fiscal year covered, revenue categories, and how spending is grouped (personnel, operations, capital).
Proposed budget
What was requested before adoption. Comparing proposed and adopted versions shows what changed during review.
Actuals or year-end reports
What was actually spent. Budgets are plans; actuals tell you how closely the plan was followed.
Capital plans
Larger, multi-year projects such as building work. These often follow a different timeline from operating budgets.
Meeting minutes and materials
Where decisions are discussed and recorded. Useful for understanding why, not just what.
Fund balance or reserve information
What is held back and for what purpose. Reserves are normal; the question is usually about policy and size relative to need.

Open questions

Questions to investigate

  1. 01

Which fiscal year does each document cover, and is it proposed, adopted, or actual?

Mixing these up is the most common source of confusion in public budget discussions.

  2. 02

How is revenue raised, and what share comes from the tax district versus program fees or other sources?

Knowing the mix tells you who is effectively paying for which activities.

  3. 03

How is spending categorized, and have the categories stayed consistent year to year?

Category changes can make honest comparisons look like increases or cuts.

  4. 04

What is held in reserve, and what written policy guides it?

A clear reserve policy helps residents judge whether the amount is reasonable.

  5. 05

How are capital projects approved, tracked, and reported when complete?

Multi-year projects are easy to lose track of between budget cycles.

  6. 06

Where and when can residents comment on a budget before it is adopted?

The most useful feedback arrives before decisions are final.

  7. 07

Who reviews the budget beyond the center itself, and what does that review cover?

Understanding the oversight chain clarifies who to ask about what.

Reading habits that help

  • Compare like with like. Adopted to adopted, actual to actual.
  • Note the date. A figure without a fiscal year is not yet a fact.
  • Separate one-time from recurring. A capital project spike is not a trend.
  • Assume good faith, then verify. Most surprises have ordinary explanations; some do not.

MCC budget and property-tax questions

How much is the proposed MCC FY2028 budget?

MCC's September 23, 2026 public-hearing presentation proposes $8,572,000 in revenue and $8,572,000 in payroll and operating expenses for FY2028 (July 1, 2027–June 30, 2028). Payroll and operating expenses exclude capital and vehicle allocations. The presentation reports a $93,000 overall shortfall. These are proposed figures, not evidence of final adoption or actual results.

How is the McLean Community Center property tax calculated?

At Fairfax County's documented 2026 MCC rate of $0.023 per $100 of assessed value, divide the County assessed value by 100 and multiply by $0.023. A $1,000,000 assessment produces an annual MCC portion of $230 before exemptions or relief. This is an additional district levy, not the total property-tax bill.

Does every property with a McLean mailing address pay the MCC levy?

No. A McLean mailing address alone does not establish MCC tax-district membership. The levy applies to taxable real estate in Small District 1A, Dranesville—the MCC Tax District. Verify the parcel's County tax district and applicable tax-year rates before estimating its levy.

What is the difference between proposed, adopted and actual MCC budgets?

A proposed budget is a request before final approval. An original adopted budget is the approved plan before the fiscal year begins. Actual results are amounts reported after the year closes. MCC Levy Watch keeps these bases distinct and does not treat missing figures as zero or calculate a historical growth rate by joining a proposal to actual results.
